Mobile Food Unit

Effective July 1, 2026, pursuant to Texas House Bill 2844 (2025), mobile food unit operators may be required to obtain a permit issued by the Texas Department of State Health Services (DSHS) to continue operating within the State of Texas. Permits issued by local jurisdictions prior to this date will no longer be valid for operation on or after July 1, 2026, and are not expected to be grandfathered under the new law. 

This prohibits the issuance of temporary food dealer permits to mobile food vendors in the State of Texas after June 30, 2026. Mobile food vendor's must apply to obtain an annual license from the Texas Department of State Health Services (TXDSHS). What's changing?

  • The Corsicana-Navarro County Public Health Department MFU permits will no longer be valid after June 30, 2026.
  • Operators must obtain a DSHS-issued permit to legally operate anywhere in Texas, including Corsicana-Navarro County

Who does this affect?

  • Mobile Food Trucks
  • Pushcarts
  • Roadside Vendors

What do I need to do?

 Before July 1, 2026

  • Continue operating under your Corsicana-Navarro County Public Health Department permit


Beginning July 1, 2026

You must:

  1. Apply for a permit with DSHS
  2. Obtain your DSHS permit and payment receipt
  3. Contact the Corsicana-Navarro County Public Health Department to schedule your inspection

What happens after you apply with DSHS?

  • DSHS will process your application and issue a permit/receipt 
  • You will then be assigned for inspection locally 
  • The Corsicana-Navarro County Public Health Department will conduct your inspection on behalf of the State

⚠️ You cannot operate legally without a valid DSHS permit after July 1, 2026

Important Reminder

  • Your Corsicana-Navarro County Public Health Department permit will no longer be valid after June 2026
  • A DSHS permit is required to operate anywhere in Texas
  • The Corsicana-Navarro County Public Health Department will continue inspections, but under State authority
